Medicine Lake Street and Utility Improvements

Challenge

The City of Medicine Lake, a charming and close-knit community in Minnesota with around 371 residents, faced significant challenges that necessitated an infrastructure overhaul. Frequent failures of the community's aging water wells jeopardized the reliability of its supply, while the outdated fire protection system struggled to ensure safety during emergencies. Compounding these issues, the town's single narrow road created safety risks, limiting accessibility for both pedestrians and cyclists. The confined infrastructure corridor amplified these issues, making traditional construction methods costly and disruptive. 

Solution

SEH partnered with the City for a utility and street project, valued at approximately $7 million, that represented a monumental effort to address critical infrastructure needs, secure a reliable water supply, enhance fire protection, and transform the town's road into a safe and accessible thoroughfare for all residents. 

Ensuring a Dependable Water Supply

The project is a collaborative effort, supported by a joint powers' agreement with the City of Plymouth, which secures water provision and ensures future maintenance for Medicine Lake, $3 million in state bonding, and nearly $1 million in federal funding.

One of the critical components of the project is providing a municipal water supply for residents to connect to as their private wells start to fail. This initiative addresses the pressing need for a reliable water source, eliminating the frequent failures of the aging water wells. By securing consistent access to clean water, the project significantly improves daily living conditions and public health. The assurance of a stable water supply also supports future growth and development in the community.  

Modernizing Fire Mitigation

The project includes the installation of a new water main and fire hydrants, ensuring a dependable water supply to enhance fire protection capabilities significantly. The water main was installed via horizontal directional drilling to reduce excavation, prevent site erosion, and ensure safer resident access on narrow roads. Transitioning from an outdated bucket brigade system to a modern and efficient solution, the new infrastructure will improve response times and efficiency during emergencies. This upgrade is essential not only for safeguarding lives and property but also for fostering a sense of security among residents. 

Environmentally Conscious Design

With a reliable water source for firefighting, the need for water transport is reduced, significantly lowering carbon emissions. The South Shore Drive trail reconstruction also included drainage improvements, reducing maintenance, and extending the trail’s lifespan. This upgraded trail connects with the regional Luce Line Trail, promoting non-motorized transportation and outdoor activity and fostering a healthier, more sustainable environment.

The project also took special measures to protect local wildlife, including managing challenges such as an eagle’s nest and a snake habitat near construction sites. By strictly following DNR guidelines, construction avoided disturbing these habitats, ensuring the eagle habitat remained undisturbed during crucial periods. Additionally, construction activities were adjusted to protect turtles crossing roads between wetlands and lakes.

These efforts reflect Medicine Lake’s commitment to balancing development with ecological stewardship, ensuring infrastructure improvements coexist with the local ecosystem. 

Complete Streets Concepts

The road reconstruction part of the project incorporates Complete Streets concepts to improve safety and accessibility for non-vehicular users. This involves:

  • The creation of pedestrian lanes
  • Shared roadways for cyclists
  • Installation of driver feedback signs
  • Narrow median and raised crosswalks

These enhancements aim to create a more livable, walkable, and bikeable community, encouraging outdoor activities and healthier lifestyles. By making the roads safer and more inclusive, the project promotes a stronger sense of community and well-being among residents.

Community Informed Design

Throughout the project, SEH has played a pivotal role in providing design services and engaging with the public. The team responded to daily inquiries from residents and business owners, conducted neighborhood meetings to share critical information, and established a project website for regular updates. The collaborative efforts showcase an innovative approach to municipal cooperation and resource sharing that promises an exciting future for the Medicine Lake area. These efforts also ensured transparency and community involvement, fostering a sense of shared responsibility and anticipation for the project's success.
